Matching each Florida toll hold to its own release document

Short answer

Each toll hold is answered by a document from the entity that reported it. Florida law describes a receipt from the governmental entity or clerk of court that provided the data, showing that the outstanding amount was paid.[1] A SunPass receipt covers a SunPass stop; it doesn't cover a CFX or THEA stop.[2] So a renewal with three holds needs three matched documents, each checked by the clerk.

Which authority answers which hold

Reporting entityWhat its official page says
SunPass (FDOT)The full amount due must be paid to release the hold. Stops placed by other toll agencies can't be resolved through the SunPass customer service center.[2]
Central Florida Expressway Authority (CFX)All outstanding Pay By Plate invoices, including pending tolls, must be paid in full to remove the hold. Partial payments are not accepted.[3]
Tampa Hillsborough Expressway Authority (THEA) Collections Service CenterThe hold is removed by paying the outstanding transactions in full.[4] THEA sends a release request to FLHSMV the morning after payment is processed, asks you to allow up to 72 hours, and faxes release requests to the tax collector's office when called from there.[5]
Greater Miami Expressway Agency (GMX)Its registration stop page points to the FLHSMV Vehicle Information Check to see the entity holding the registration.[6]

To see who reported a hold, FLHSMV's Vehicle Information Check takes the VIN or title number.[7] More contacts are in Which Florida toll authority placed the hold?

Sample case: one renewal, three holds

Sample case NMT-2403 · synthetic, not a real case or plate

Sample plate SMP 2403. The customer paid, but the renewal is still blocked. The clerk records three holds on the stop screen, with the time checked, and refers the case.

HoldReporting entityDocument neededStatus in the sample
H1CFXCFX paid receiptReceipt CFX-60311 read: issuer CFX, payment $4.18, plate SMP 2403, remaining balance $0.00. Covers H1 only. Fields marked for the clerk to confirm.
H2THEATHEA paid receiptMissing at intake. Customer requests it through THEA's official channel; arrives on day 3 and is matched to H2.
H3SunPassSunPass paid receipt or releaseMissing at intake. Arrives on day 3 and is matched to H3.

With every hold matched to its own official document, the case is marked ready for clerk review. A cover sheet goes on top of the originals. It is not a release. The clerk decides, and records each hold as cleared with a date and a source.

Why one receipt can't close the case

Under FLHSMV procedure RS-37, a stop is deleted by the agency that reported it or satisfied with proof of payment.[8] A payment also clears only the balance it was applied to: THEA says a SunPass payment made after an account went to collections isn't applied to the collections amount.[4] In the sample, the CFX receipt is real proof for H1 and no proof at all for H2 or H3.

What the clerk checks on each document

Each office decides what it accepts. The Manatee County Tax Collector, for example, requires a receipt showing the name of the agency that issued it and a $0.00 balance or that all outstanding balances were paid.[9] NotMyToll reads the issuer, reference, payment date, amount, remaining balance and vehicle identifiers from each document, so the clerk can compare them to the hold they answer.

Quick answers

Common follow-up questions

Does a SunPass receipt clear a CFX or THEA hold?

No. SunPass says stops placed by other toll agencies can't be resolved through its customer service center. Each hold needs a document from the entity that reported it.[2]

Who decides whether a document is enough?

The office. Each office sets what it accepts; Manatee County, for example, lists what a receipt must show. In NotMyToll, a hold is recorded as cleared only when the clerk verifies it, with a date and a source.[9]

Is the sample case real?

No. Case NMT-2403 and plate SMP 2403 are synthetic. Every plate, document and number on this site is synthetic.
