Reason 1: The release hasn't posted yet
Toll authorities add and delete stops electronically, in periodic updates.[2] After you act to remove a stop, FLHSMV says the system can take one to three business days to clear it.[3] THEA's collections center sends its release request the morning after the payment is processed and asks for up to 72 hours.[4]
In the meantime, the paid receipt is the document that counts. Florida law treats a receipt from the reporting entity showing the outstanding amount was paid as an alternative to waiting for your name to drop off the list.[1]
Reason 2: The payment went to a different account
A payment only clears the balance it was applied to. THEA's collections center gives two examples:[5]
- A payment to SunPass made after the account was sent to collections is not applied to the amount in collections. SunPass applies it to tolls that are not in collections.
- If a SunPass account had insufficient funds when the tolls were incurred, a later payment may not have covered all of them, and the remainder can be assigned to collections.
THEA is a separate government entity from SunPass, even though it accepts SunPass.[6] SunPass lists several collection agencies that may handle its unpaid invoices.[7] Paying through a third-party bill payment site can also delay things: CFX says it credits accounts only when it receives the funds, and holds caused by late third-party payments are the user's responsibility.[8]
Reason 3: Part of the balance, or another hold, is still open
CFX requires all outstanding Pay By Plate invoices, including pending tolls, to be paid in full, and it doesn't accept partial payments.[8] SunPass requires the full amount due.[9] A stop is deleted by the agency that reported it, or satisfied with proof of payment.[2] SunPass says it can't resolve other agencies' stops.[9]
Receipt, release, or "I paid"?
| What you have | What it shows | What the counter can do with it |
|---|---|---|
| Bank or card statement | Money left your account | Not the receipt the law describes. The law names a receipt from the entity that reported the hold.[1] |
| Paid receipt from the authority that reported the hold | That authority's outstanding amount was paid | The receipt route in section 320.03(8). Each office decides what it accepts. Manatee County, for example, wants the agency's name and a $0.00 balance or all balances paid.[1][10] |
| The authority's release request | The authority asked FLHSMV to lift its stop | Once FLHSMV processes it, the stop no longer shows. THEA also says it faxes release requests to the tax collector's office when called from there.[4] |
Match each hold to its own document
List every hold the record shows, the authority behind each one, and the document that answers it. One receipt answers one hold.
A renewal shows two toll stops. The customer paid a SunPass Toll Enforcement Invoice online and has the SunPass receipt. The second stop came from THEA's collections center after two unpaid Toll-by-Plate invoices.[6] The SunPass receipt covers only the SunPass stop. Because a SunPass payment made after an account went to collections isn't applied to the collections amount,[5] the THEA stop needs its own paid receipt from THEA's collections center.
More than one hold on the record
A record can carry stops from more than one entity, and each one is deleted by the agency that reported it or satisfied with proof of payment.[2] So one receipt may not cover every hold. SunPass, for example, says stops placed by other toll agencies can't be resolved through its customer service center.[9]
- One record per hold. Write down each hold the counter's stop screen shows and the entity that reported it. FLHSMV's Vehicle Information Check shows the entity holding the registration.[11][12]
- One document per hold. The receipt the law describes comes from the entity that provided the data, showing that entity's outstanding amount was paid.[1] A paid receipt from one authority says nothing about another authority's balance.
- The clerk checks each one. Under FLHSMV procedure RS-37, the office satisfies a stop with proof of payment.[2] Each office decides what it accepts.[10] Until every hold has its own accepted document or no longer shows, the renewal can stay blocked.[1]

If it's still blocked after the release window
- THEA: log in to the collections center and submit a request through the Contact Us page, choosing "Registration Hold" as the subject. You'll get a case number.[4]
- SunPass: call the SunPass Customer Service Center at 1-888-824-8655 about a stop SunPass placed.[9]
- CFX: call the Toll Enforcement Office at 407-690-5200.[8]
